What is taken for granted today, was still celebrated as a great achievement until the end of the 19th century. Unfortunately, problems are not always solved by the signing of a document. All too often problems begin to surface just then.

At the beginning of the 21st century there are more laws and regulations than ever before in Germany, the European Union and the international community.
